Dr. Nikolai Voronov serves as Director of Investigations at International Rights Legal, where he oversees all field investigations, evidentiary operations, and forensic intelligence-gathering across active conflict zones and post-conflict environments worldwide. Under his leadership, the organization has conducted investigations spanning 37 countries and produced evidentiary archives that have been submitted to the International Criminal Court, the International Court of Justice, and more than a dozen national courts exercising universal jurisdiction.
Background
Dr. Voronov joined International Rights Legal in 2009 after serving as a Senior Investigator with the United Nations International Commission of Inquiry on Darfur and as a legal adviser to the Office of the Prosecutor at the International Criminal Tribunal for the former Yugoslavia (ICTY). He holds a doctorate in international criminal law from the University of Leiden, a Master of Laws from the Graduate Institute of International and Development Studies in Geneva, and a Bachelor of Laws from Moscow State University.
Prior to entering the field of international justice, Dr. Voronov served as a human rights observer with the Organization for Security and Co-operation in Europe (OSCE) in Kosovo and Bosnia-Herzegovina, where he documented systematic violations of international humanitarian law during and immediately following armed conflict. His early fieldwork in the Balkans profoundly shaped his commitment to ensuring that evidence of mass atrocities is preserved with the rigor and integrity required to withstand the scrutiny of international judicial proceedings.

Dr. Voronov's investigative methodology integrates open-source intelligence analysis, satellite imagery interpretation, forensic pathology, and survivor testimony documentation within a unified evidentiary framework designed to meet the evidentiary standards of international criminal tribunals. He has personally directed field investigations in Syria, Myanmar, the Democratic Republic of Congo, Sudan, Ethiopia, Iraq, and the occupied Palestinian territories.
His most significant investigative achievement to date is Operation Cedar Witness, the organization's comprehensive investigation into the systematic detention and extrajudicial execution program operated by the Syrian Military Intelligence Directorate. Under Dr. Voronov's direction, the investigative team authenticated over 53,000 photographic records, conducted forensic analysis of satellite imagery covering 14 detention facilities, and secured testimony from 2,400 survivors and former officials. This body of evidence—the single largest authenticated evidentiary archive ever submitted to an international tribunal—directly contributed to the issuance of arrest warrants and the initiation of criminal proceedings in France and Germany.
Dr. Voronov also directed the organization's investigation into the Myanmar military's coordinated campaign against the Rohingya population, deploying investigative teams to Cox's Bazar and covert operatives within Rakhine State to produce evidence submitted to the International Court of Justice in support of The Gambia's genocide case.
